The Swipt Card® Recycling Program
Plastic is a commodity

A method of recording recycling deposit and return transactions by the use of a magnetic or bar coded card.
This will be part of a national system directed to increase the commodity value of waste plastic.


The best way to keep plastic out of the ocean is to make it valuable.
  • We need a federal container law inflicting a ten cent refund for a five cent deposit.

  • All plastic containers should have a marking that can not be peeled or rubbed off.

  • The manufacturers of plastics should be taxed for the production of new materials.
    A lesser tax on mixtures of new and recycled products.
    No tax for fully recycled products.

  • The collection of recycled goods should no longer be handled by municipalities

  • Other countries such as Holland have limited the use of landfills and even closed some of them.

  • The "Swipt Card ®"

    otherwise known as A Swipe Card...
    The use of a swipt card record is to keep track of all recycle transactions.
    We are all accustomed to using magnetic and bar-coded cards.
    :Here are some examples
    Debit,   Credit,   Charge,   Gift,   Insurance,   Time clock,   Securtity ID

    Here is how it works:

    The Deposit
    On the receipt of a grocery check out, the tally of items purchased would appear as it does now.
    For each item that requires a deposit, the deposit amount would appear beside that item.

    The difference in the use of this new system would be to display two separate totals.
    One would be for the merchandise purchased and the other for the deposits on containers.

    A customer pays the merchandise amount with cash or other cards.
    Then swipes the swipt card to pay for the deposit total.

    That dollar amount is then subtracted from the swipt card account.

    The Return
    The deposit containers can be returned at the following locations:
       The original place of purchase or any other licensed reclamation center.

    Supermarkets and large retail outlets will provide:
       Manned check-in isles and or Compact Reverse Vending Machines.

    The swipt card is then used to acquire the original deposit amount and additional dollar credits.

    Show me the Money..

    Funds can be redeemed seveal ways:

    Types Swipt Cards...

    People who choose not to participate in the program will have to pay the full 10˘ deposit.
    Four types of card programs would exist for those wish to recycle.
    All of which could be monitored via The Internet.
    1. The Non Registered card.
      A pre-paid card from a vending machine could be available for five dollars .
      The bearer needs no ID to acquire one and no record of recycling habits would exist.
      The ammount of returned credits can not exced twenty dollars.
      It is limited to only being used for containers and would not yield the full ten cent return.

    2. The Registered Card.
      A record of the user's recycling habits would be monitored.
      With proper ID one could open a deposit reclamation account at a licensed outlet.
      The account holder's name and card number would be embossed on the face of the card.
      The card number should be authentic and differ from the actual account number.
      This card would require a pin number for personal security.
      There would be no dollar limit.

    3. A Bank Card Deposit Extension.
      Banks could easily set up a system linked to existing savings and checking accounts.
      All moneys could be transferd to any account.

    4. A Credit Card Deposit Extention.
      Companies like Visa, Master Card, Amex and Discover could easily adapt to this service.
      Credits from reclamation can be used to pay down debt.

    Credit Rating...

    As most people know there three major credit bureaus: Equafax,  Experian , TransUnion
    These companies keep track of an individuals borrowing practises and other public records.
    Informatiom stored by these agencies directly effect the percentage rate of loans and credit cards.

    Public Records...

    This category include:
    Tax liens
    State and country court records
    In some states, overdue child support.
    A registered Swipt Card can be linked to public records.
    The positive recycling habbits of a holder would yeild greater returns.
    Individuals who are diligent in rinceing and speration, would have a greater recycle rating.
    Holders who don't prepare their returns properly would have negative data.
    Poor rincing, lost caps and cross contamination would be fround upon.

    The embosseed container...

    A light aluminum bar coading shall be embedded in the the girth of a bottle's bace.
    Identifing and authenticating a containers oragin and reclaim statuss is nessary.
    This will prevent fraud and unlawafull fund acreditation to a swipt cart account.

    Information such as
    • Month and Year
    • From wich state in the country the manufacturer and bottler resides
    • Chemical usage  [potable, toxic.]
    • State of matter  [fluid, powder, cream, jell ...]

    Currently carbonated soft drinks are the only containers with a redeemable deposit.

    Aside from a handfull of states:
    Connectict, Hawaii, Maine, Oregon, New York

    Getting Started with potable substances...

    The first containers to be encoaded should be as follows:
    • water
    • milk
    • fruit juices
    Next to be included:
    • dairy
    • concentrates
    • syrups
    • jams and jellys.
    As well other culinary items:
    • condiments
    • viniger
    • cooking oil
    • spices

    Retail brands such as Liquid soaps:
    • higenic
    • clothing
    • food surface)
    • degreasing/disinfectant cleaners  (pump spray & bulk refilables)
    These products number in the hundreds and could have refill options.
    All with the independent swipt card record showing positive habbits.


    We gather containers in a bag or pail and put them out on the street.
    They are then collected by privet haulage or local municipalities.
    In some parts of the country a good amount actually makes it back to industry.
    However statisics show most of it goes directly to land fills.
    This is an inefficient method and does no encourage people to recycle

    The Middle Man...

    At the onset, local municapalities may be unable to handle all that is required to regulate vast rual areas
    Large recycling facilities would set the standard and be the gateway between manufacturers and the public.
    In urban and suburban areas private reclaimation store fronts will begin to appear.
    A small business person could recive registration and certifacation.
    As a licensed redemption proprietor, they would follow strick ordinances.
    The cleanliness and accuracy of their facilities would be subject to a perscribed inspection schedule.
    The licenceing autority would be govornmentally moderated.
    Individuals would need to endure scrutiny such that to aqurie a liqure licence.

    The duties of a reclaimation center would be:
  • To accept all vessels their facility is authorized to handel.
  • Null-ifie a part of the coaded embossment.
  • credit the swipt card of a patron.

    Who is Who...

    The issue of cross contamination of containers must be detected before storage at a facility.
    Specificy, caustic, toxic, asidic, basic and bio chemical matireal should be neutralized. There will be a rating for the degree of a facilitie's handeling and stotage capabilaty.


    Supermarkets, home centers and bulk retail outlets would be required to handel the reclamation of all containers stocked by them within a determined time/date alotment.


    facilities wolud be avialable for containers dated beyond that required by limitation. Commercial and industrial suppliers will have orginized exchange arrangement with their cliants.

  • Exemptions...

    To prevent corruption and conflicts of intrest it should be beyond the scope of govornment to particapate.
    Gidelines and enforcements would dictate arbitration of land fill mining and ocean harvesting.
    New legislation will need to be formulated in order to restructure this disorganized industry.
    Municipalities could engauge in profiteering with material soaly used in the operation of govornment.
    These include all office, mechanical, maiantance and publicly used matierals.

    Plastic shopingbags and garbage bags...

    Shopping bag laws are already in effect throughout the country.
    Supermarkets are charging deposits and giving credits to those returning bags.
    There are also stores offering cash credits for reuesable shopping bags brought from home.

    Wourth while...

    Disposable shopping bags should have a half value, ten piece minimum return policy.
    They need to be strong enough to last, reusable so the store logo is more wourth while.

    All other...

    The plastic recycling industry already in existance is not being utilized to it's fullest capacity.
    Most of what is thrown in the trash is sheet and bulk plastic:

    • Celofane junk food bags.
    • Glad®, Zip Lock®, generic and produce bags.
    • Retail pakaging and vapor lock
    • Shipping foams, bubble wrap
    • CDs, DVDs
    Sheet plastic and bulk matirial could have its weight recorded with the swipe card.
    After a said amount of poundage, one could redeem a cash-credit value.
    The percent of return would depend on a Swipt account pubilc records.
